That's the problem, only looked at one so far, it was black with swirl marks in the paint where somebody had tried too hard to buff it up

Why do they do it !

It's because they don't know how to treat black and dark finishes

Not necessarily, could be someone has heard about machining polishing and tidying a cars paint, getting rid of scratches etc. You have to be so so careful when using a rotary polisher. Most get a crap Chinese thing form fleabay, set of nasty rough foam mops and a tub of G3 and go at it , tw ats. Might as well just hit it with a DA and a 1200 grit on it for all that polisher does.

Using a rotary takes lots of patience and practise, and the correct compounds.
There are loads, everyone has their favs, and over the years I have used most and to be honest its the skill of the operator to make them work, not the compound on its own.

As I said it could be someone trying to tidy it up but all they have done is introduced hologram swirls. On the cobra and dark cars I would only use my Rupes DA with a fine cut and compound. If the car is that bad you could get it back but you would really need to test it, at least finishing with an ultra fine compound. Problem is you are into quite a few hours which is ££££'s . I'm not a detailer, only what I do after painting and keeping mine up together, but it could be a negotiation point for you.
