The steering arm will come off complete martyn.

Look at the rack and youll see a bracket that secures the arms to the end of it.
Removal of the two 17mm nuts will allow the entire tracking arm to be removed (the bolts are captive in a plate that goes in from behind-its in the manual) whereby youll be able to have a better go at in a vice with some grips or stilsons.

No need to worry about the alignment, just ensure you count the exposed threads as a way of getting it in the ballpark.

As Tony says its should only be two nuts to get the safety plate out and you should be able to get the complete rod out.

If you still can't get the track rod end off then try and engineering firm to get it off for you!
