Why is that? There are 4 allen headed(?) bolts fixing the pulley to the gear, and the gear uses the big bolt to attach to the crank.
If you remove the pulley, the gear stays attached to the crank with the big bolt. see https://audi.7zap.com/en/rdw/audi+qu...46/1/105-5000/ Granted it's gonna be tight, but you can then swap a new belt on without the front bumper coming off or having to re-torque the crank bolt. EDIT And those four bolts may snap of course, but theoretically this is possible.

I'm getting less certain now-so happy to be corrected. Will take a better look at mine later
EIDT and now i'm more convinced. Look at this pulley: https://www.ebay.co.uk/itm/VW-Audi-s...ce82%7Ciid%3A1 I know its not an Ur, but when the big bolt goes through this pulley, there is zero metal for it to clamp the pulley to the crank gear-it is held on by the four bolts.

The diameter of the hole in the middle
Of the pulley is much larger than the diameter of the big bolt’s shaft. It must be designed that way on purpose. I’ve just had another look at mine and I would swear that The large bolt will fit through the hole on my pulley. Yes it’s a tight fit but the big bolt does not hold the pulley to the gear. Betting a beer to anyone who has pictures of them apart and can prove the big bolt won’t fit through the hole. So it’s a win win... Edit-look at this Ebay listing and the images. 184523683288 You can see where the surface of the pulley has been damaged by the undoing of the small bolts. There is no damage-no scrapes at all-around the large centre bolt, so it must be possible to remove the pulley without removing that bolt.

I seem to remember paying about that much (if not more) at Audi around 16 years ago for the cam belt and fuel pump belt on a C4 with AEL lump. Hate to think what the the offer price might be now!
