Deff not the cable? Disconnect the cable from the caliper lever & using WD40, try working the lever back & forth. Worked wonders with the one on mine.

Stripped down the calipers this afternoon and cleaned out all the rust that had climbed up the handbrake actuators, they were a right state inside ......Then what a frickin job to get everything back together.....

I literally took the things completely apart.
There was rust about 3/4 of an inch up the actuator arms inside the caliper behind the rubber seal , so cleaned it all out and rebuilt the calipers.
Mrs Lofty refused the funding for new ones so had no choice but to tear 'em apart....not a job I wanna do again in a hurry.....
I had to make my own long nosed circlip pliers from a set of long needle nosed ones to get down into the piston bore and clamping the spring mech to get the circlip back in was frustrating.
The actuators are completely free moving now and snap back on their stops where as previously the slowly meandered back(ish).
I am replacing the rubber flex hoses with steel braided replacements so once that's done and the brakes bled I'll let you know......

I had the same problem on my A6, it turned out to be the balance bar on the handbrake lever end..... It managed to spin round whilst changing the cables thus havin no effort on one side

Inspired by your lead Lofty, I set too today... Stripped down the rear caliper, cleaned everything I could find, hit a few things with a hammer and put it all back together again...

And...

Hey-presto I can apply and release the parking brake and foot brake and the car will roll again...

Thanks lofty for inspiring me to 'have a go'...
