I can remember ( LONG time ago ) my Grandma having a similar looking "mop" to do the lino floors in the house!

Yep, I think they were called
Nanette
and I think they had to be 'oiled' or some ' liquid polish ' applied via holes on the back, presumably it seeped slowly through and along the very very soft cloth type of thick bristles.
