Major brake problems

The Ur has seemed to develop some strange major brake problems when been stood for a while brakes are fine however when started and drove (or if it wouldnt start and we tried to tow it) The brakes seem to start to bind really badly. its almost as though the brakes are being apllied somehow when the engines turned over/ started even before the pedals been pressed all help appreciated ive personally never seen or heard of anything like this before

Brake master cylinder is the usual fault, (replace with new) can also be a caliper sticking

can you buy a seal kit or is it just a case of buyin a new master cyclinder? if so i usually buy from euro car parts unless anyone knows off anywhere better?
