So Categories C and D have been replaced by S and N... Up till recently it was still relatively easy however to register on the various salvage sites, Car Transplants, Copart etc and be able to buy the damaged vehicles. They work a lot like ebay!
The old VIC check, the hoop a Cat C car had to jump through to return to the road, was simply that: a Vehicle Identity Check. As long as the parts used to fix the car weren't knicked, or the cars identity altered, the quality of the repair didn't feature. Think the scrutiny needs to fall on who can and cannot deal with these motors and who is capable of safely repairing them. If the new scheme assures this can only be a good thing...
