That sounds a very solid mechanical problem.

While the tappets may move up and down, checked manually, that is only part of the story. Are they doing what they should do?
The video itself could well be emphasising or masking the noise somewhat.
I'm not sure it's a good idea running the engine until some more in depth investigation is carried out.

Is it engine, or elsewhere?* What happens if you push the clutch pedal down while it's ticking over?


*not forgetting the bit mentioned earlier about a loss of power.

If you have lost power i'd consider a compression test, cos that sounds valvegear to me.
