Audi 100 C4 speedo

Hi all,

The speedo on my A100 doesn't give me an accurate reading. When driving along regardless what speed, it will sit at 20mph or thereabouts. Then if I go on the motorway and reach approx. 70 mph, it might jump to 40 or 50mph.
Sometimes when I stop/park, the speedo is telling me that I'm going 20mph or more!

The trip and odometer are working fine.

Any ideas what this could be?
