Got wheels, good condition, but there's inground black crap all over them and the jet wash will not remove. I didnt really want to put acid wheel cleaner on, any ideas?

The inground black crap will be 95% brake dust and 5% tar spots. Only way of removing it will be using a good alloy wheel cleaner. There's a number of wheel cleaners which are non acid based. I used Pro Valet's Bilberry wheel cleaner which is superb. You'll need to used it fairly neat at first, maybe a 1:2 dilution ratio and get some scotchbrite pads.
That should(will) remove a lot of the crap.
