Default Flat spots/stuttering at high revs

My 7a engine picks up around 4000 revs but its got a real bad flat spot at 5k and it's a bit lumpy after that, still pulls but not very smoothly.

What's the likely cause?

My 2.0 100 does that, I blame the fuel pump for running out of steam (because it sounds like a mad dentist coming through the floor most of the time.), but, I don't really know.

Usual suspects - spark plugs and ht leads cap etc all good?

Whats the belt timing and cam to cam timing/chain tension like.
