We always enjoy the bureaucratic debate about licence versus competency... How can a man with, say 10 years experience be competent until 23:59hrs on day 'x' but a blithering buffoon on '00:01hrs on day 'x' + 1... Simple, they are not... BUT.... there's a deteriorating management process, and that, not the competency, is the greatest risk. Root Cause, inotherwords.
