The EU don't need this rule as all the modern rubbish made recently gets scrapped after 10 years when all the emissions stuff starts to fail and costs more than the car is worth to fix

My impression is that this is a bigger issue in the country’s that don’t use salt on the roads, cars up here are, on the whole, rusting out by that age
You go on holiday to somewhere warm and there are always lots of cars that you no longer see up here in sunny Scotchland as they are long gone to the scrappy
Emissions need to be cut, we’ve had the wettest 18 months ever here, but this is rearranging the deckchairs on the Titanic on that front
