Looks pretty bad does that...
I think the two guys who pushed him out need hero points for tolerance as well as rescuing.

That's bad.
The batteries(and motors) on that guy's scooter,would be frazzled?
Depending how fast the flood happened,I wouldn't go out on a mobility scooter.
