He don't have just "two switches"
He have one switch and one big sender that's "two in one" - 0,5 or 1,8 bar switch and sender for pressure gauge. If gauge goes max just when turning on ignition, it isn't connected to sender - or someone connected wires incorrectly - if both wires on big sender is connected, then connect them opposite and take a look if that helped.
