Seems like you were pulled by a cop with a bit of common sense. They are well within the law to seize any car that doesnt show up on the database (even if you have the insurance cert on you!) and charge you for the pleasure. Some police officers know that recently swapped policies wont show up on the database for a while but others enforce the law rigidly. Not on database? You could have a long walk home though no fault of your own
