When you write in, maybe you could tell them that in the event that the matter results in court proceedings, these will be rigourously defended, and you will be claiming costs / expenses.
If they were to prosecute you, it would be worth pointing out that while it may be law that you have to sorn a vehicle, the bit about ringing the buggers after 4 weeks is only a recommendation, and as such, it would be just as unreasonable if you had failed to tax or sorn a vehicle and then blamed them on the basis that
they didn't phone to remind you about it.
