Yes, it is common to all A10's, A200's and all Quattro's - all examples which have 10vt engines under the bonnet. Unlike NA engines, turbos have impulse wheel which only have one window, not five, as dizzy hall sender only provides cam sync signal.
I like this kind of repair - expensive one - when everything is changed, until it works. This time it won't be dizzy, however, because that hall sender is used only once per "session" - at start to allow ECU to determine when it's TDC at 1st pot at the end of compression stroke, afterwards ECU calculates timing by counting flywheel tooth, with no need for dizzy hall sender. If cover and arm has been changed and there's no excessive axial movement, there's nothing that could be blamed on it, unless it has been changed to 2.3 10v 5 window dizzy, but I doubt that it's possible.
