Are both tensioner pulley and water pump new and properly installed? I presume that any of those parts with incorrect alignment could steer belt to one side or another.
I had early NG which had belt a couple milimetres over the edge, together with compression readings, lower towards the end of engine, making me believe that head was incorrectly ground in the past, but this is not the case.
