If Steve is offering a service then it is up to him to charge for that service, he's not going to do it for free. It is up to him to set a price he see's as fair and if it is fair, then he will get people using his service.

It would be nice if I could read a thread of yours where you weren't coming across as arrogant and negative. It's not the kind of vibe we want on here.
I'm sure you have lots of useful input and could offer a fair amount of advice but you need to change your manner and tone as you have a habit of offending people.
You must remember that there is a world of difference between the UK and Latvia with the social economic climate.
I bet there's no one over there who would/could charge £250 to clean and polish someones car. We can over here.
