Our neighbours lituanians did similar, only in combination "AAA 111", where second letter denotes city of registration - my LT reg [that's long story] B3 have "JLR" - registred in Klaipeda. Unfortunately, lituanians run out of letters "V", "K", "L" some years ago
About that "appearance" - I can make my 1986 B3 appear as 1995 B4, only needed some welding and painting
