Yes, he certainly is and he is doing great things for 'proper' motorsport in the USA but...
As most of us know, in real rallying you get to do a slow recce or two then you drive at the limit according to your notes. In most of the rallying in this country, we do it 'blind' (no recce). In his videos, you can often see just how many times every turn has been practiced and practiced and practiced then (and I don't actually know this), I'm sure it's all shot over and over
I have friends (yes, I do) who drive in one or another precision driving team where they do really amazing things with cars but when they are out in the forests, they are average drivers (not that there's anything to be ashamed of there either!)
It's great to watch though and the real performer is the car
