It's normal for the fuel filter to be full when you take it off and replace with a new one. When you first fit a few new fuel filter, it's best to turn the ignition on and off about 10 times to get the pre-fuel before you go to start. It may take a few goes to get the fuel flowing again for it to start. Also check they are no leaks where you've done it up. If it's not nipped up and is leaking a bit you could be losing pressure which will not help! A fair bit of pressure go through those pipes!
