just a thought have u removed flasher relay?. also try disconnecting hazard flasher switch. iv had one of these go faulty on a vw group car, and that was a similar fault to indicators staying on....

guys just to let you know that there is a strict 50mph zone between 11a and 13 on the m5 controlled by average speed cameras, it starts about a mile b4 junction 12 all the way to 13 approx 4 miles in...
