They're trying to pin the ransomware attack on North Korea as it shares some code with previous viruses released from a group suspected of being North Korean. In reality a lot of code is cut and pasted from forums to save them writing it from scratch, so it could be anyone, twelve year old kid, evil villan, foreign power, you name it. Regardless of the fact that it was originally developed or released by the NSA, i.e the American government, they've been collecting shit like this (malware) like the places who stockpile smallpox etc.

They want a good excuse to start another war without coming into direct conflict with either Russia or China.
